Clause 3 (4) is new and is based on
section 8 of the Trinidad Ordinance and is introduced at the
suggestion of the Lords Commissioners.

Clause 3 (5) is a redraft of the origin-
-al clause 3 (7) întroduced at the suggestion of the Lords Commissioners to avoid ambiguity.
7.
Clauses 4 and 5 are redrafts of the corresponding clauses of the original Bill the drafting of which was faulty.
8.
In clause 6 the word "face" has been inserted before the word "value" and in clause 7 the words "make" and "circulate" have been added as well as a new pro- -viso. Clause 8 remains unamended.
9.
I am informed that the Bank is most
anxious to commence their issue of notes on the 1st. January next and I would therefore request that your authority to introduce this Bill into Legislative Council may be conveyed to me by telegraph.
10.
I am forwarding to you under cover of a
separate Despatch a draft of three rules which it is suggested
(in Mr. Bertram Cox's despatch of the 15th. December, 1910,
S to the Secretary to the Treasury) should be issued under
section 6 (2) of Ordinance No. 16 of 1901 exempting certain
classes of Bank notes from the 1 per centum tax.
